How to Fix the "Windows Installer Service could not be accessed" Error in Windows 7
First, click on the Start menu and select Run
In the Open edit box on the Run dialog box, enter “cmd” (without the quotes) and click OK.
Type the following at the prompt and press Enter.

%windir%\system32\msiexec.exe /regserver
Type the following at the prompt and press Enter.
%windir%\syswow64\msiexec.exe /unregister
Type the following at the prompt and press Enter.
%windir%\syswow64\msiexec.exe /regserver
To fix this problem in 32-bit Windows, open the Command Prompt window as described above. Type the following commands in order, pressing Enter after each
msiexec /unregister
msiexec /regserver
Exit the Command Prompt window and reboot your computer to complete the fix.
How to fix the Windows Installer & Windows Updates
Follow these steps to hopefully free you PC of component errors! For me at least, this method cleared the problem I was having of not being able to check for Windows updates, and having it say: "the Windows installer is not installed correctly".
